Elaina Zempel was named Southwest Regional Director in July 2008 after serving as deputy director since 2007. Zempel replaces former Southwest Regional Director Ray Sarcletti who retired in 2008 after holding the position for the past seven years. Rick is a native of South Dakota having spent his early years learning the business trade while growing up working in his dad’s small town hardware store. Rick followed his years of hardware store experiences by building a professional career working in the State Park field as a park manager in a variety of park locations including historical parks, resource parks and heavily used recreation areas. His small town main street customer service training carried over into his 31 years of service in State Park Management. Rick’s management philosophy followed one simple rule, “Parks were to be managed for park visitors to enjoy”. This simple philosophy has been carried over as he and his wife became the third owners of a great old campground in Dubois in 2005, after they retired.
The move to Dubois was not much of an accident since the two of them and their family had never missed a year returning to Dubois since their first visit to the area in 1982. The campground they purchased was converted to a KOA and completely renovated to meet the new standards for modern RV campgrounds. They also incorporated their love and appreciation for western traditions by starting up the “Circle Up Chuck Wagon Dinner Show” which operates with live traditional western entertainers throughout the summer season.
Rick currently serves as one of the Dubois Representatives on the Fremont County Lodging Tax Board and has served as Chairman of the Wind River Visitors Council for the past two years. When Rick is not tied up with the day to day operations of the campground or working with folks on new ways of promoting the tourism industry in the Upper Wind River Valley you will often find him, his wife and if lucky their grandkids enjoying the back country on horseback.
Rick was involved with the group that started a new marketing initiative that became known as “Destination Dubois,” a valley wide collective effort of area community and business leaders to market Dubois as a destination and to make the Dubois tourism industry sustainable. The goal was to attract folks to the area who valued the same values held supreme by those who call Dubois home. Destination Dubois is based on one simple premise “If our community does well, we as individuals will succeed”. Sidney Smith began work with the Forest Service as a naturalist in a pilot partnership program with northern Minnesota fishing resorts, engaging resort guests with the natural world in ways that would grow relationships and keep them coming back. She has also worked as a back country guide in Yellowstone and the Jedediah Smith Wilderness. Smith has worked on the Greys River district since 1998; as recreation specialist, she coordinates with local outfitter businesses and community organizations on a regular basis.
As a resident of the area since 2000, Shelly Strickler has long enjoyed the beauty and magnificence the National Forests have to offer. During ten years guiding youth in the back country, she strived to share the importance of appreciating every aspect of nature including local flora and fauna, geology, weather patterns and how each component relates to one another. Shelly's passion for the outdoors eventually led her to return to school, where she received a bachelor’s degree in recreation resource management in hopes of being better able to make a difference in how our natural resources are cared for.
Sarah Buche’ grew up in California and moved to Star Valley in 2005 as a freshman. She has worked in local businesses including the Wolf Den, the Alpenhaus and currently the Thayne Maverik. She’s participated in several Young Women in Science camps in Jackson and at Utah State, and is the first SVHS student to participate in the high school’s Career Research Training program at the Forest Service. Since she plans on majoring in zoology and ornithology at UW beginning this fall, the district has her working on several wildlife- and fisheries- related projects, including this one.
